Focus Interview | Green on the New Journey: The Background of High-quality Development
CCTV News (Focus Interview): General Secretary Xi Jinping emphasized in the report of the 20th National Congress of the Communist Party of China: "We must firmly establish and practice the concept that green mountains and clear waters are gold and silver mountains, and plan development from the perspective of harmonious coexistence between man and nature." This is a new requirement for planning economic and social development based on China's entry into a new stage of building a modern socialist country in an all-round way and achieving the second centenary goal. Development is the top priority of the Party in governing and rejuvenating the country. Without a solid material and technological foundation, it is impossible to build a modern socialist country in an all-round way. On the new journey, how to coordinate the relationship between economic development and ecological environmental protection? How will China's economy achieve green development?
Qian'an City, Hebei Province is a major steel town with a total iron ore resource reserve of 2.72 billion tons, ranking first among county-level cities in China. At its peak, the two major industries of steel and mining contributed 92% of the city's industrial added value and 70% of its tax revenue. However, the production pattern of one steel industry being dominant, large but not strong, and the production mode of high energy consumption and high pollution have brought about increasingly prominent problems, and transformation is imperative.
For a long time, some places have taken the path of pollution first and then governance in the process of development. Since the 18th National Congress of the Communist Party of China, under the guidance of the new development concept, China has unswervingly taken the path of ecological priority, green and low-carbon development, and strived to promote the comprehensive green transformation of economic and social development, both development and environment.
Huang Chengliang, Secretary General of the Research Center for Ecological Civilization Thought of Xi Jinping of the Chinese Academy of Social Sciences: "We must form a dynamic closed circle of more protection and more development, and more development and more protection. Why do we say more protection and more development? This is determined by the ecological attributes of green waters and green mountains. The General Secretary said that people will not let down the green mountains, and the green mountains will not let down people. In essence, it has solved the binary paradox of development and protection of industrial civilization in Western society for more than 300 years."
Adhering to green development is a profound revolution in the concept of development. The report of the 20th National Congress of the Communist Party of China pointed out that it is necessary to firmly establish and practice the concept that green waters and green mountains are gold and silver mountains, and plan development from the perspective of harmonious coexistence between man and nature. In other words, in the process of development, it is necessary to coordinate the relationship between economic development and ecological environmental protection. Protecting the ecological environment is to protect productivity, and improving the ecological environment is to develop productivity.
Wang Xiangming, deputy director of the Institute of Xi Jinping Thought on Socialism with Chinese Characteristics at Renmin University of China: "Because we had a lot of debts in the past, we still emphasized protection more, such as returning farmland to forests, etc., and there will be more protective measures. It is also in line with dialectics. In the process of dealing with the development of a thing, it is always from low to high level, and the more urgent problems are solved first. After ten years, our protection has made great achievements, laying the foundation and paving the way for future green development. It will change from focusing on protection to giving equal importance to protection and development, and more importantly, it will promote future economic growth with development as the purpose."
The report of the 20th National Congress of the Communist Party of China pointed out that it is necessary to implement a comprehensive conservation strategy, develop green and low-carbon industries, advocate green consumption, coordinate industrial structure adjustment, pollution control, ecological protection, and respond to climate change, and accelerate the green transformation of development methods.
The steel industry is the main battlefield for Hebei's industrial transformation and upgrading and air pollution control. Recently, Hebei Province issued the "Work Plan for Comprehensive Creation of A-level Environmental Protection Performance of Steel Enterprises in the Province", proposing to use three years to achieve comprehensive creation of A-level for steel enterprises, leading the province's industrial enterprises to deep emission reduction, green transformation and high-quality development.
To develop green and low-carbon industries and advocate green consumption, it is far from enough to have zero emissions and zero pollution. We must also turn waste into treasure. As pointed out in the report of the 20th CPC National Congress, we should implement a comprehensive conservation strategy, promote the intensive and economical use of various resources, and accelerate the construction of a waste recycling system.
Huang Chengliang: "As a traditional heavy chemical industry, how to move towards a green, low-carbon and circular transformation is the ecologicalization of the industry. How to achieve the normalization and industrialization of ecological industries is also the fundamental requirement for implementing the new development concept and adhering to high-quality development in the new era and new journey."
At Shougang Qian'an Iron and Steel Plant, all raw materials, fuels and solid waste materials are stored in warehouses and sheds for closed operation, and the utilization and disposal rate of solid wastes such as steel slag and fly ash is close to 100%.
In April this year, Shougang Qian'an Steel Plant set its sights on steel slag, which is more difficult to handle. They cooperated with the University of Science and Technology Beijing to comprehensively proportion steel slag with industrial solid wastes such as slag and desulfurized gypsum, and developed a composite powder. This new type of building material can be widely used in engineering construction.
Zheng Zhihui, deputy director of the Iron Front Office of the Manufacturing Department of Qian'an Iron and Steel Company of Shougang Co., Ltd.: "In the past, some peer companies used slag as waste for landfill, which was time-consuming and labor-intensive. At present, Qian'an Jinyu Shougang Environmental Protection Technology Co., Ltd. plans to design an annual production of 1 million tons of slag powder and 600,000 tons of steel slag powder. It is planned to be completed and put into production this year. It is estimated that the annual profit can reach 20 million yuan."
The green transformation of the industry not only reduces energy consumption, but also improves economic benefits. Practice has shown that ecological and environmental protection and economic development are dialectically unified and complementary. Strengthening ecological and environmental protection can lead and force the green transformation of development methods and achieve high-quality development, and promoting the comprehensive green transformation of economic and social development is the basic strategy for solving China's ecological and environmental problems.
The report of the 20th National Congress of the Communist Party of China pointed out that we should adhere to precise pollution control, scientific pollution control, and pollution control in accordance with the law, fully implement the pollution discharge permit system, and improve the modern environmental governance system.
The traditional textile industry is a typical high-energy consumption, high-water consumption, and high-pollution industry. In particular, a large amount of wastewater and waste residue will be generated during the dyeing and finishing of textiles. For regions where the textile industry is the main industry, water pollution is a problem that must be solved.
At the sewage discharge technical reform meeting of a printing and dyeing enterprise in Shishi, in order to accurately grasp the raw water discharge data in the production process, everyone is discussing how to install a monitoring flow meter in the fabric workshop as soon as possible.
Shishi, Fujian is a famous textile city in China. Among them, the annual production capacity of the printing and dyeing industry reaches 4.5 billion meters, accounting for 10% of China's clothing fabric dyeing and finishing output. Printing and dyeing wastewater contains dyes, oils, fiber impurities and inorganic salts, etc. The organic pollutants are high in content and alkalinity, and the pollution treatment is difficult. Therefore, to fundamentally solve the water pollution caused by textile printing and dyeing, not only must the relevant departments strictly manage the sewage discharge, but also rely on the continuous upgrading of printing and dyeing technology.
In 2017, Qiu Zhenhui's company invested more than 30 million yuan to build a sewage treatment system. Through continuous transformation and upgrading, the sewage treatment capacity has also been greatly improved.
Qiu Zhenhui, Factory Director of Fujian Shishi Xinxianghua Dyeing and Finishing Development Co., Ltd.: "The first cup of raw water is low-concentration wastewater produced by the workshop, and its COD (chemical oxygen demand) is about 2500. This water is recycled throughout the process. The second cup is treated in the shallow flotation tank, and its COD (chemical oxygen demand) drops to between 600-700. The third cup is treated by biochemical treatment, and its COD (chemical oxygen demand) drops to between 100-150. The fourth cup is treated by two membranes, and the COD (chemical oxygen demand) of the water drops to below 10. This water is recycled throughout the workshop."
The essential changes in these four cups of water are the actual effects of the environmental protection technology transformation project. COD is chemical oxygen demand. The lower its value, the less organic pollution there is in the water.
Qiu Zhenhui: "In the early days of the sewage treatment system, the recycled water produced could only be used for dark-colored cloth. After improvements, light-colored cloth can now be used. In this way, the water consumption per ton of cloth has actually decreased by 20 tons of water, which is a considerable cost saving, and the sewage discharge has decreased by 40%-50%. It has produced great benefits in terms of cost savings for the company, and it has also produced positive social benefits from a social perspective."
For a Chinese textile base, how to make the city embark on a truly sustainable, green and healthy development path is an urgent problem for the local government to solve. Since 2017, Shishi has invested a total of 4.63 billion yuan in technical transformation funds in the printing and dyeing industry, and has taken the lead in realizing centralized heating and centralized treatment of printing and dyeing wastewater in Fujian Province, launching the transformation and upgrading action of the printing and dyeing industry, forcing enterprises to gradually abandon the low-end OEM production model and enter a benign development stage. Today, many companies have completed green transformation through digital equipment and intelligent transformation.
The report of the 20th CPC National Congress pointed out that we should develop green and low-carbon industries, improve the market-oriented allocation system of resource and environmental factors, accelerate the research and development and promotion of advanced technologies for energy conservation and carbon reduction, advocate green consumption, and promote the formation of green and low-carbon production and lifestyles.
In Shishi, Fujian, a technology textile enterprise using waste plastics as raw materials is rising from the ground. After formal production, it can recycle 20,000 tons of waste plastics every year to produce 100 million meters of recycled waterless colored polyester textiles.
In Qian'an, Hebei, a high-grade non-oriented electrical steel production line independently developed and built by China was officially put into production. This new production line is more environmentally friendly, and the new material products produced have greatly improved the power density and efficiency of new energy vehicle motors.
Building an ecological civilization and promoting green, low-carbon and circular development can not only meet the people's growing needs for a beautiful ecological environment, but also promote the realization of higher quality, more efficient, fairer, more sustainable and safer development, and embark on a civilized development path with developed production, affluent life and good ecology.
Huang Chengliang: "The 20th National Congress of the Communist Party of China proposed to continue to do a good job in carbon peak and carbon neutrality. The General Secretary pointed out that carbon peak and carbon neutrality are not what others asked us to do, but what we ourselves want to do. Carbon peak and carbon neutrality are also a transformative force involving the comprehensive mode of production and lifestyle. To build our country into a prosperous, democratic, civilized, harmonious and beautiful socialist modern power, we must adhere to higher-quality development. High-quality development and green development must become a pair of oviparous sisters, so that green development is always reflected in the process of high-quality development."
Building a beautiful China is the due meaning of building a modern socialist country in an all-round way. It is the people's ardent expectation for a beautiful ecological environment. It is also a concentrated reflection of the effectiveness of ecological civilization construction. We must anchor the goal, overcome difficulties, and work hard for a long time. If people are loyal to the green mountains, the green mountains will be loyal to them. On the new journey, if we unswervingly follow the path of civilized development with developed production, affluent life and good ecology, we will be able to continuously create a new situation in the construction of ecological civilization, build a modern society with harmonious coexistence between man and nature, and inject inexhaustible power into the realization of the sustainable development of the Chinese nation.
